The process is set out in detail here, however the following is a brief summary:

 

1. Fill out the Policy Proposal Template and send it to This e-mail address is being protected from spambots. You need JavaScript enabled to view it .

 

2. Your proposal will be reviewed by the IEDR and the PAC (Policy Advisory Committee). When your proposal is accepted, a Working Group will be formed by the IEDR and the PAC.

 

3. Depending on the nature and complexity of the proposal, the IEDR and the PAC will determine if a public consultation is required.

 

4. Complete a public consultation, for which the Working Group will prepare a questionnaire.

 

5. The Working Group will prepare a report, based on the public consultation result and/or the WG meetings and discussions.

 

6. The report will be sent to the This e-mail address is being protected from spambots. You need JavaScript enabled to view it to collect feedback and comments from the Stakeholders with the aim to reach a consensus.

 

7. Consensus must be reached for the proposal to go to the following step*.

 

8. Once consensus is reached, the proposal will be submitted to the PAC* who may recommend acceptance to the Board.

 

9. If accepted by the Board, the policy change is approved for implementation.

 

10. If the proposal passed all the previous steps, the policy change can be now implemented.

 

*Please note that for steps 7, 8 and 9, if consensus is not reached or if there is an objection or reservations from the PAC or the Board the proposal goes back to the Working Group who will need to review the proposal to make it acceptable. If consensus cannot be reached at all, the proposal can be abandoned.
